   Thank you for all your help. After reading more about dateutil 2.0 and
see how it appears not to be compatible with python 2.x. I tried an clean
install of Plone again and this time I added Ploneboard 2.2 and
python-dateutil 1.5 right from the beginning.  And everything is now working
properly in the forum.

Brief Summary of the resolution
=======================
In buildout.cfg I added th following lines
eggs =
    ...
    Products.Ploneboard
    python-dateuti

[versions]
...
Products.Ploneboard = 2.2
python-dateutil = 1.5

I then ran:
me@host:/usr/local/Plone/zinstance> sudo bin/buildout

And finally I started Plone:
me@host:/usr/local/Plone/zinstance$ sudo -u plone
/usr/local/Plone/zinstance/bin/plonectl start
