Hi, If you want to use ALSA API directly, you must disable the ALSA plugin in pulseaudio configuration (or remove pulseaudio completely) which is not recommanded.
dmix/snoop are ALSA plugins that allow for sharing playback/capture respectively among several devices. I'll take a look to pulseaudio audio configuration persistence between system shutdown/startup.
