The alternative would be putting the sample file under /usr somewhere as a
sample and telling users to copy it to /etc as part of setup/configuration.
(That also saves you from having to figure out what to do on upgrades when
 the user has edited the file and you have an updated sample to deliver.)

There's several long documents on Solaris packaging internally at
http://solaris.eng/benet/Packaging/ - if we weren't moving to IPS
we'd need to find an opensolaris.org home for these, but I'm not
sure how much longer they'll apply given the IPS move.
