Well in order to fix something you'll need to file a bug eventually.
But it's probably up to you whether you file a bug that says

        remove these patches when they appear in a new version

or if you just note that in the METADATA file and then include that
information when you file a bug to

        upgrade quilt to the latest nifty bits

Some people do use bugs to track things that need doing, and some people
don't. But I'd think it should be tracked in a bug or the source or
both so the next person doesn't leave patches failing to be applied
or doing damage after the next upgrade.
