"We" meant Sun.  Stephen Hahn and David Comay and others
are trying to iron out the policy.  Basically, there was
a feeling in Legal that if a library is in /usr/lib,
customers might accidentally start using it, without
realizing the implications of linking to GPL code.

I'm not keen on stop-gap measures like installing in
/usr/gnu.  Aside from the extra work of cleaning up
later, /usr/gnu is primarily intended for name-conflicting
software that has to be g-prefixed in /usr.
