And this is the fundamental rationale behind this proposed [and drastic] 
change: 
  by sticking with an old version of Apache2 (2.0.x), we are forcing ourselves 
into a competitive disadvantage.

In this particular case, the API and ABI breakage will occur anyway: regardless 
of the mpm event handler being used, the API and ABI breakage will still occur.
