You might take a look at PSARC/2007/635 GNU gettext 0.16.1
(http://arc.opensolaris.org/caselog/PSARC/2007/635/), but I would
probably put whatever you needed into one ARC case.
It looks like GNU gettext 0.16.1 is in SFW and has some corresponding
support bits in libc in ON. Based on the COMMENTS section of the
gettext bits in SFW, it looks like you may have a bit more digging to do
to understand what you will need to deliver.
