Right. As SFW packages are updated. They should use the full
License text in the copyright file to meet the new standards.

Full license text is also required in contrib repo packages
per the process here:
http://opensolaris.org/os/community/sw-porters/contributing/jucrprocess/

BTW. These are not consensus decisions. These are legal guidelines.
