While looking at

I noticed that step 7.2 refers using wx ea to edit the comments. There 
appears to be a discrepancy.

Should the final comments be:

<BUGID> <BUGDESCRIPTION>

       OR

<CR number><space><synopsis>
<ARC committee><space><year><slash><case number><space><name>
