I agree, but the ARC case spells it that way:
        Name:           64-bit Postgress

I've asked Jim Gates to help me with a complete answer, but
I note from the Postgres ARC mails:
        "... I can't perform a complete build of the 64-bit server
        because it links with [64-bit] Perl & Tcl libraries..."
and in mail to me:
        PostgreSQL server supports embedded procedural languages
        ... [including] pl/perl, pl/python and pl/tcl.

So, it looks like 64-bit Tcl is a build-time requirement and a
runtime option for 64-bit Postgres.

I will clarify this before submitting the case.
