We had that problem when the SGD server did not support any language other than "C". Playing around with the LANG variable before starting SGD fixed the problem. I can't look up the solution that eventually worked as that server has since gone away, but I recall setting LANG=C in /etc/profile or someplace seemed to let windows function again.
