How do I pass arguments to the interpreter rather than to the program
itself?

For example if I want to run:
/bin/bash -e foo.sh

I can try:
qsub -S /bin/bash foo.sh

but how do I pass the -e in? If I run this, the -e gets passed to foo.sh:
qsub -S /bin/bash foo.sh -e
