First, do as Alan kwan said : Add this to your Manual Startup: #IRC DCC transfers ipautofw -A -r tcp 4000 5000 -h 192.168.0.10 replace 192.168.0.10 with the IP of your machine. Then, in mIRC, DCC/Options, look for a box called "TCP Ports." The default is 1024 to 5000. (you do *not* need this many ports, i suggest 20?) then go into options -> local info make sure "on connect" has BOTH options checked. then make sure LookUp method is "NORMAL" if you use server your gonna get pooched.
