Same problem I had. . .

Your USR modem is a true PnP modem that -CANNOT- be statically set.  
(God only knows why 3Com did not include this, when they have been 
including this feature in their NIC cards since the dawn of man)

You cannot "setserial" because you have to boot DOS to do that.

I have been trying some experiments with loadln, that would allow me to 
boot DOS, set up the modem, and -THEN- boot STN - so far no joy.

Do what I did, save your headaches for something worthy of them, bite 
the bullet, go to a computer show & plunk down $50 for a statically 
configurable V90 non "Winmodem" style modem.
