I'm going to take a wild guess at this one - (as there are actually 
several different things that could cause this)

Is your router a 10Base-t system (contains a 10Mb NIC)?

If you never bring up the router - does it always stay at 100Mb?

I am wondering if your router (maybe the NIC) is causing it to "baud 
down".
