I can telnet to 206.124.13.64, so you should be able to do this also
from behind a NAT box.

What does "do NAT" mean?  Are they workstations running behind a NAT 
box or are they PC's providing NAT?

It looks like that already works by using the IP address, maybe your
problem is DNS related.
