The /etc/ppp/chat file gets rebuilt from scratch each time you reboot. In fact, all configuration files do. You need to change the phone number in /mnt/envi. It actually appears TWICE, so search for it and replace both copies. When you're done, make sure you issue the sync command at the command line before you reboot or you can corrupt the fat file system.
