Ok, so I got the car pulled out, cleaned it up some, replace the cracked  
fuel line, it was pretty easy actually.
 
I cranked it up after adding STP gas treatment and about 1 gallon of fresh  
gas since it was on low fuel warning.  It started right up but still will  not 
go above 3500 RPM that's about 1/4 throttle.  Could this be the  TPS?  It 
seems to idle pretty good about 1000 or so and the Air Fuel Ratio  meter goes 
back 
and forth like it should bouncing from side to side slowly  unless I touch 
the gas pedal which seems normal from what I can remember.   I let it idle for 
about 30 minutes until the radiator fan came on and then about  10 more 
minutes.  I had to replace the battery and the oil and water looked  good. 
Clutch is 
tight power steering works and all that.  Just need to  figure out this 3500 
RPM thing.  Turbo is spooling cause I can hear  it.  Now, I have to clean it up 
and fix the passenger power window.   Something inside broke, maybe the piece 
that keeps the teeth on the motor since  it will slide down by itself unless 
I push it up. I think it got off track and I  stripped it unknowingly when I 
put it up way back when.  Any insight would  help.
