The Economic Subjugation and Snatching away of Property in Gilgit Baltistan 
Through the Fraudulent Empowerment Order of 9th September 2009
We are very delighted to realise the heartening aspect that out next 
generations have the requisite general awareness and breadth of outlook to 
gauge the real evil intentions of the Pakistani colonial masters; especially in 
the realm of our economic life. Gilgit Baltistan portion of Bolor country has 
surpassing and unimaginable economic potential. Similarly, the Punjabi, Pathan, 
sindhi and Mohajir community has second to none potential for greed and 
selfishness. In this context, we want to add on to your point of view by just 
quoting few observations from the so called empowerment order of 9th September 
2009:-
1.      In accordance with the article 9 (2) i,e. freedom of association, 
nobody can talk against the ideology of Pakistan. Which ideology of Pakistan, 
in the disputed Gilgit Baltistan portion? For us the ideology of Pakistan is 
what the various govts of Pakistan has committed about us in the UN and UNCIP. 
The govt of Pakistan is itself is deviating from the ideology of Pakistan and 
is not giving us what it has committed. They intend that we should not even 
speak about our economic rights. 
 
2.      The, as usual impotent so called GBLA (Gilgit Baltistan Legislative 
Assembly) has got nothing to do with the freedom of trade and business vide 
article 10 (b), that is why the Lahori Mian Shafqat of Lahore was appointed as 
economic advisor to governor Kaira / Shamma Khalid. Mian Shafqat has devised a 
policy of investment in Gilgit Baltistan, wherein no local is involved or can 
be involved in future also. 
 
3.      Protection of property given out in article 16 is very dubious and 
sugar coated. 
 
4.      There are restrictions imposed on discussion in the assembly vide 
article 44 on foreign affairs (disputed Gilgit Baltistan is all about foreign 
affairs), defence (nobody should point out fingers on our areas eschewed by the 
Indian and Chinese) and internal security (they can engineer and play a 
sectarian divide and rule without any objections). 
 
5.      Tax can be enacted on the poor people of Gilgit Baltistan through an 
act of the all powerful Gilgit Baltistan council headed by the Prime Minister 
through article 48 and vide article 52, governor is out of the act of the 
council. 
 
6.      Gilgit Baltistan consolidated funds is fully with the non-local chief 
secretary in consonance with the article 55. The non-local chief secretary is 
in actual fact the govt of Gilgit Baltistan. The govt of Pakistan for Gilgit 
Baltistan is the Minister for Gilgit Baltistan and Kashmir affairs. 
 
7.      It is mentioned in the article 56 that the chief secretary will put up 
a statement of likely expenditures and grants in the assembly, which will be 
called the budget of Gilgit Baltistan. No discussion can take place on it and 
there is no time mentioned on it that when the fraudulent budget statement will 
be presented in the assembly. 
 
8.      Article 86 of the so called empowerment order gives out the procedure 
and methods of power to acquire property and to make contracts. This all is 
simply a tool of snatching away the property and the economic rights of the 
people of Gilgit Baltistan. 
 
9.      In the article 92 i.e. order not to prejudice stance. It is given out 
that the provisions of this order shall not derogate / prejudice declared stand 
of the govt of Pakistan in UN / UNCIP resolution. Why the govt of Pakistan is 
not abiding by the State Subject Rule.
