I'm pretty sure you can still allow unsigned apps in El Capitan's preferences.

I'm currently on El Capitan, using a build of Colloquy which I compiled myself 
under Mavericks with no problem.

After doing this, I believe you still have to "Control + click" to whitelist an application, more details can be found here:

It's not very user friendly, but it will have to do for now.
