Allow the container to specify a maximum height for dynamic-height

For certain pages the container should be able to control the maximum height
allowed by the dynamic-height option.
To allow this we should add a new method
gadgets.container.setMaxHeight(xx)
which would set the maximum allowable height for dynamic height.
