    Resolution: Fixed

Implementations may now force their own cache behavior logic. We may still want 
to add a single command servlet for testing this, but in general 
implementations will be free to implement this in whatever way makes sense for 
them. Recommendation: Honor cache control headers with a minimum and maximum 
refresh interval (5-60 minutes is probably ideal).

Default implementation should probably do this as well.
