By top level, I mean in trunk/ (not trunk/java/gadgets). trunk/java/gadgets
doesn't need to depend on the rest api stuff yet (though, as discussed, both
will need to depend on oauth and possibly some wiring bits in a new common
project), so it won't affect that build.
