By DataRequest I assume you mean AppData calls. Some containers, having received an rpc service request to set prefs, will use their AppData backend for this purpose.
The reason it's implemented this way is that UserPrefs are a container-linked concept and don't *require* OpenSocial APIs to work, as they predate OS. Further, they may apply when there is no user actively logged in.
