I think you should try with adding --root /srv/shinken/current/
If I'm not very sure setp.cfg path are managed like it should with something
else than a /, so you can try the --root, it's done for packagers, but it
should work for what you are trying to do.

By the way, you are not the only one to got problem with setup.py. Some
people ask me if we can switch to a configure/make way. Maybe we should look
at it, because the current setup.py is very complex and quite hard to
manage. But I'm not a fan of .in file (cannot direct launch, so will break
tests, it's not good), so if someone got a solution for this, we can look at
it :)
