It turns out I do have access to publish on people.apache.org after all, so I've cooked up the POM so that it publishes all the right juju (sources plus binaries). Patch is attached.
Anyone publishing is going to need the following in their ~/.m2/settings.xml (and of course be able to SSH into people.apache.org):
<settings>
... <servers> <server> <id>apache-maven-snapshots</id> <username>CHANGEME</username> </server> </servers>
</settings>
For users, they add the following to their projects and things should load properly (it's working for me on the projects that have finished uploading anyway):
<repositories>
... <repository> <id> apache-maven-incubator-snapshots</id> <name>Apache Incubator Repository</name> <releases> <enabled>false</enabled> </releases> <snapshots> <enabled>true</enabled> </snapshots> </repository>
<repository> <id> apache-maven-incubator-releases</id> <name>Apache Incubator Repository</name> <releases> <enabled>true</enabled> </releases> <snapshots> <enabled>false</enabled> </snapshots> </repository> </repositories>
I've given this a quick test and everything appears to be working for client downloads. If it's good with you, I'll pass along instructions to people on the users list after the uploads are finished.
