Add Navigation Sidebar to Shiro's Confluence site

In order to make navigation easier for new users, a navigation sidebar should
be added to the site with all the important links.
This requires space_admin priviledges on Confluence.
Here are the directions on how to do it. The pagetree page in the directions
should be replaced with the NavColumn page in shiro.
