all the solvent does is help the grip slide on.
I believe the water activated tape has a "shelf life". I
have had one roll that was poor on adheasion for the first couple of feet,
but the rest of the roll was good. I think the Windex will dry faster than
the baby shampoo version.
I've never seen the still damp issue except when using
build-up tape and I think it was the build-up tape that held or trapped the
water. I've only had that happen one time.
As long as you allow the proper time for drying and don't use
the water activated tape with the ribbed grips it works like a charm. I do
still have the solvent activated tape around the shop for those "quick fixes"
but I try to use the wate activated every time I can.
