Other than a special application such as single,double,triple bend requirements or the need to use a "wood" shaft on an over the hosel "peg" (and not all of those require a wood) there is absolutely no reason to buy a "putter shaft". Why waste your money on a dynamic gold weight sorted, high kick point shaft to build a putter? I have used rifle shafts from sets where the customer just wanted a change, shafts that have come off broken at the top of the hosel. I have bought graphite "putter/wedge shafts that are 35" long at about $2 each and they are great for putters.
Whatever you use you must measure carefully and try to do all your trimming from the tip (watch the parallel section) so that you don't end up with a butt section that has to be built up to hold the grip. That should be the advice for the person who just wants to shorten a putter too.
