I have no idea.  He strutted around the club house and the restaurant  while on the course he held loud conversations with other officials.  He did not seem to be in charge.  But I never did learn what his official duties were.  All I heard him do was complain about the cart, the food and if the billing arrangements had been taken care of.  I ran in to him at least three times on the course and twice in the club house/restaurant area.  Each time he was mouthing off.  I do not want to imply that he was drunk or anything like that.  He was not.  I never saw him at anytime drink anything but water.   He was just full of himself.
