Really it will have no real effect because no heads currently on the
market have an MOI higher than the level being proposed as the limit by
the USGA. No matter what, since the USGA also has a limit on the size
of a head at 460cc +10cc for error allowance, that really will be the
limiting factor for the head's MOI about its CG axis that this proposal
wants to limit. So as long as any company makes heads at or under
460cc, there was really no way that they could substantially increase
the MOI of the head over the limit the USGA is proposing. In truth, the
ability of a head to deliver less of a drop in ball speed from an off
center hit is more controlled by the construction and design of the face
than it is by the MOI of the head. I can testify to that from the
experience I have had over the past 4-5 years in my face design work.
And this is not being addressed in the USGA's on going desire to do
anything to limit distance. So at the end of the day, this proposal
means nothing really and will have no negative effects on clubmakers and
their fitting. Now as to what the non-technically minded consumer
golfers may think when they read about this limit? That could be a
problem because with each one of these distance limiting rulings from
the USGA that has come down over the past 5-6 yrs, the public is
starting to think that design technology has "hit the wall". From a
pure standpoint of buying standard made clubs off the rack, that's true
- but if the public begins to realize more about how REAL custom fitting
of ALL Of the specifications can help them get more from their game,
then there is a ton more that clubmakers can do to help golfers with
better fit clubs.

Subject: MOI USGA
Tom, what effect do you think this will have on Components and
clubmakers?

USGA TO LIMIT INERTIA
- - - - - - - - - - - - - - - - - - - - - -
Moment of inertia (MOI) is a factor that measures the tendency of a
club head to twist when it makes contact with a golf ball. Advances in
club design that involve new materials and moveable weights have
significantly
lessened the chances of twisting and have consequently increased the
chances for the golfer to hit a straight shot.
Fearing that such advances may take too much challenge away from the
golf swing, the USGA has made true an earlier mention of a possibility
that it would consider placing limitations on MOI. According to USGA
senior technical director Dick Rugge, "Moment of inertia of driver
heads has approximately tripled over the past 15 years." The new
standard should be in place by March 1, 2006. In the meantime no new
drivers will be sanctioned, but all presently allowed clubs will
grandfathered.
