It can.  Do not use Goof Off on ferrule as you would use acetone.  Keep focused on the epoxy...do not rub excessively on the ferrule.  Same is true of silk screen on graphite shafts and painting on steel shafts.  Goof off can be used to remove the latter and the former if one rubs excessively hard or continues pressure too long on these areas....keep focus and pressure on the epoxy.

Try "Goof Off" which can be purchase at Home Depot, Lowes, etc.  Ten years ago I was having same problem with ugly epoxy mess.  One day while looking at the many solvents for a "cure" I bumped into a painter in Home Depot.  So I asked him for his suggestion to "ugly epoxy mess."  His answer was, "I use 'Goof Off.'"
 
It works great.  Just put some on a 3" X 3" piece of cloth, paper towel, toilet paper, whatever and wife of epoxy.  It will even clean off semi dry and hardened epoxy!

Don – I use plain old Isopropyl (rubbing) alcohol on a bit of paper towel.  Just wipe around the ferrule at the top and junction with the hosel.  That has work well for me for many, many years and does not leave any residue.

I'm looking for a better way to not end up with epoxy on the head at the junction of the hosel and ferrule.  Usually the hosel edge has a slight bevel or the ferrule is a bit oversize, at least somewhere, and it is hard to get the epoxy out of there.
 
I use thin cotton patches wet with mineral spirits to clean up the head and ferrule just before I set it to dry.  But I keep missing some of that hidden epoxy.  Anyone have a tip?
