Anyone have any idea what material andhardness it should be made of?

Hello Harry,
Take the broken bar part to a welder, machine shop, gunsmith or blacksmith (a 
blacksmith makes tools, gates, railings - no horse shoeing).
Most anyone that works with steel can tell you the material and with the 
information of how it is breaking can determine the correct hardness required.
