Roberto,

I don't believe that any progress can be made on this report without a
dump taken after the initial "shorewall start" during reboot. It would
also be helpful if VERBOSITY were set to 2 so that the
shorewall-init.log output would be more meaningful.

Additionally, a dump after the subsequent stop/start sequence would be
useful for comparison.
