When OPTIMIZE=4 is specified, ACCOUNTING rule:

sjs9  -  eth1:1.1.1.1!2.2.2.2  eth2  tcp  ftp:http,https  110

generates the following iptables rules:

-A excl453 -s 2.2.2.2 -j RETURN
-A excl453 -j sjs9

which produces the following iptables-restore error:

iptables-restore v1.4.5: Couldn't load target 
`sjs9':/usr/local/libexec/xtables/libipt_sjs9.so: cannot open shared object 
file: No such file or directory

This does not happen when OPTIMIZE has any other value than 4.
