Now that you've split up and implemented the various states in separate chains, 
could you not keep a track of these when each chain is processed and if there 
is a different "--cstate" match, then produce a warning and remove that 
statement and if there is an extra "--cstate" match (like --cstate INVALID in 
the "invalid" chain) then just remove that extra match.
