There is an ancient precident in Shorewall whereby if there is a file on the CONFIG_PATH with the same name as a chain being created, then that file is considered to be a compile-time extension script. So when you try to create a chain called 'firewall', the compiler is attempting to run 'firewall' as a Perl script.
