my comments regarding such a change:

If this will require a configuration update for existing installation, such
a big change should be made only with a new major release (i.e. v6).

However I am not sure if we really need that change. Remember that shorewall
supports the "folder.d/" approach. I.e. if you are using a cm tool like
Chef, Puppet, Ansible or Salt you can drop your cfg file into a folder. No
need to mess with any existing configuration file.

For me, that's the better way instead of sed'ing through a CFG file to make
changes.
