Total off the cuff, but it sounds like you've set a option in you rules 
or policy file that refers to a maclist that doesn't exist in your hosts 
file.

I'm going to guess someone here is about to respond by telling you to 
report problems in the way specified on the Shorewall site, but that's 
my 2 cents with the meagre info you've provided.
