I'm sorry that you are giving up -- I realize that my bedside manner may leave something to be desired but I'm really a pretty good Doctor ;-) Be that at it may, if you wish to '...look elsewhere', it appears to me that there is a firewall between your Shorewall box and 161.184.172.35 that is dropping SYN,ACK packets from standard ports.
