4.0.12 isn't old. Latest stable is only 4.0.14.

I don't know of a yum repository that includes shorewall, but Simon 
Matter's RPMs (linked from the main download page) work fine on CentOS:

   http://www.invoca.ch/pub/packages/shorewall/4.0/
