So it is impossible to troubleshoot the problem from where I'm sitting.

Furthermore:

a) The owner of the site is apparently restricting access by IP address.
b) You are trying to circumvent the owner's restrictions by allowing
access from the internet in general.

So I'm not inclined to help you even if I knew what was wrong.

Given what is coming back from an html GET / request, it's hard to know
what system/application is actually being connected to. Can you confirm
with the owner of the target web site that redirected requests are
actually reaching his web server?
