You might want to just install 4.4.13 Beta 5 -- be sure to apply the fix
for 'clear' I sent out yesterday.

I'm really pleased with the way that it is working here. While the
theory behind the implementation is questionable (tc-prio under tc-tbf),
the results are very pleasing.
