My powers of description failed me this morning. Let me see if I can
clarify the situation. What I am trying to accomplish is a little bit
in reverse of the documentation for proxyarp. We have a server on the
ISP's network that we want to have appear on ours over a vpn tunnel. I
got all the configuration done but when attempting to communicate with
the server I get the martian source errors.

I'm sorry, but your post is devoid of any information that would be
useful in trying to help you. So I can only say then
martian source x.x.x.x from y.y.y.y on dev dddd
means that dddd received a packet from y.y.y.y addressed to x.x.x.x but
the route to y.y.y.y goes out of another interface.
As for not having martian options enabled in Shorewall, many
distributions enable them by default.
