Lock handling hasn't changed in years; so what you are seeing must be a
side effect of something else.

What are your settings for:

        MUTEX_TIMEOUT
        SUBSYSLOCK

What are the contents of your shorewallrc file (normally
/usr/share/shorewall/shorewallrc)?
