What version of Shorewall are you running? Looks old. A current version
of the Shorewall compiler would have caught that error at compile-time.
At any rate, you want:
eth1 eth0 - tcp 110
Or better yet:
eth1 x.x.x.x/y - tcp 110
where x.x.x.x/y is your local LAN network.
