This does not appear to be a shorewall issue since you have an established 
connection; rather this is an ssh issue. Whenever I have this type of problem 
the key I used was wrong, I did not have the right permissions set on the keys, 
the host key was corrupt, sshd_conf was set up wrong, the .ssh directory had 
wrong permissions, etc. Something appears to fail in your key exchange. Ssh 
will not work if the key or .ssh directory has anything other than user rw, no 
group or other read permission.
