Agreed.  I wouldn't know where/who to ask.  It's hard enough getting a straight 
answer from the #systemd folks.

I'm not at all convinced there's a broad awareness of either network-pre or 
network-online.

In my distro, opensuse,

  grep -rlni "network-pre|network-online" /usr/lib/systemd/system
    (emtpy)

In my experience, many, if not most, systemd unit files that are distributed 
are simply copied from a template, or somewhere else (other app, other distro, 
etc).  I've seen little evidence that they're thought through, even in 
simple/standalone cases.  When multi-stage &/or multi-app dependencies are 
added to the discussion (e.g., shorewall-init + shorewall* + openvpn + 
fail2ban, my current env) -- even less so.
