Webmin does about 90 - 95% of what can be done manually I don't think any thing would be 100%. You may have to write your own Macro for your setup, but that will make it easier to use Webmin, as Webmin can find those new Macros if setup correctly.
But the best thing is visually to figure out what the firewall is setup to do is what I like.
