Well, well. I feel pretty silly. I changed that rule to accept all on the 
port 25, and so far it looks like
the 3 test emails I just made came through. The old one thats delayed 18 
hours has not still arrived yet, but perhaps thats in a low priority que of 
sorts since its older.

I thought for sure I had the smtp port completely closed on the other server 
with this same coinfig and ruleset and it was ok.

I will let it run a while longer but for now it looks like thats all it was.
